


City–East Coast Study
The project involved the development of coastal protection measures for the City-East Coast of Singapore. This master plan includes an integrated coastal protection strategy and inland drainage improvement solutions designed to provide flood protection against future sea level rise. Covering 58 km of Singapore’s coastline, the project boundary encompasses various catchments extending from Changi to the East Coast and the Greater Southern Waterfront. This area spans a wide range of development types, including commercial, residential, recreational, and industrial zones. Key landmarks within the project boundary include VivoCity and Keppel Marina in the Greater Southern Waterfront, Marina Bay at Marina East, and critical infrastructure such as Changi Airport.
The current coastline comprises a combination of beaches, revetments, seawalls and promenades. According to the Third National Climate Change Study (V3), the mean sea level around Singapore is projected to rise by up to 1.15 metres by 2100 and potentially by around 2 metres by 2150. Rainfall intensities are also projected to increase by 2100 across all emissions scenarios. Together, these twin challenges underscore the need for a forward-looking and proactive approach to strengthening coastal defences and expanding drainage capacity to meet future demands, thereby enhancing Singapore’s long-term resilience to the combined impacts of sea-level rise and more intense rainfall
All in all, this project sets out to establish a holistic and feasible master plan to combat the impacts of climate change.
